But it showed that all of a sudden, a substantial sum of money was bet on oil prices dropping and the stock market rising.

So SEC could likely trivially prosecute them - and I assume it is blatantly illegal. The US administration is so incompetent that you don't even need it. Trump uses twitter instead of official channels to make announcements. If you own twitter, you can just put a delay on trump's tweets and let you read em before everyone else.
