The top right corner is the optimized 16 color palette this image is rendered in, only 4 bits per pixel, so there's only 16 colors in this image.

Zoom in, it looks a bit grainy. That's dithering. The real magic here is finding an optimal reduced palette with the best colors to represent a particular image.
