I'd say that it's not working perfectly then.

A clock's purpose is to tell the current time in the timezone you wanna know the time of. If an object does not fullfil its purpose, I'd say it's not working correctly. Therefore, a clock that is set wrong is not working correctly.

Luckily, it is a very easy condition to fix! Just set it correctly and your clock will work perfectly.
