IIRC it did for the 3DS Virtual Console version of gens 1 and 2, though I remember they did have fairly high age ratings in the store because of it.

The funny thing about removing gambling from Pokémon is that it literally taught all children everywhere that casinos are really boring and frustrating places. I've never used a real-life casino in my life, probably in part because of those childhood memories...

Looks like the Switch release still has a PEGI 3 rating, so either Nintendo found a way to remove the slot machines or the ratings board forgot about them

Apparently as long as the games are not altered in any way they can keep the old rating even though the requirements changed.
