Okay this makes sense. I propose again, if you guys wouldn't mind me proposing:
Small drones fitted with large fireworks. Every day one of these puppies gets dropped over the location where putin might be. And its all televized. People get to place big bets on whether we get him or not. The drone drops, we see the clouds and the rooftops as it activates tactical control. Then the chase starts and ot zooms thru the streets in search of a good time. An hour later it runs out of fuel so the fire work goes off.
I think people would sign up to watch this on pay per view. Even if we don't get him on the first week. Maybe a second drone gets to chase the first one so we can see if we got him. But if we get him, remember this is just a firework. We get to chase his ass tomorrow again! Maybe you win the lotto and you get to be the pilot for a few minutes!
Forget America's got talent! Let's talk about the Pop putin show! PPS!
