The same with humanoid shaped robots to replace workers, hyper loops, self driving taxis, a colony on Mars and any other idea Musk took out of SciFi movies.
It just needs to sound good enough for investors to give him money and it doesn't matter if it works or not as long as the next shiny idea sounds good enough to catch attention brings in more chash
And it fucking works everytime, people love it and investors throw money at it.
