Sometimes people require medical treatments at home.

My grandma had for quite some time the visit of a nurse at home to replace a catheter. They would use one of those medical waste bins right at home with the patient in these case.

Or maybe this is just a veterinary?

Edit : probably not a vet, I dont think vets use tongue depressors.

I considered these things also, but the thing to the right (boiled water tap maybe?) has "ROOM 4" / "ROOM A" written on it which doesn't feel like it's at home.

I'm not against having a cat in a hospital, just struck me as odd.

I think there is a palliative care home near me where there are animals, which is both lovely and very sad.

I don't think those are tongue depressors despite the label, they look like cotton swabs.
