There's only a certain point to which you can escalate violence before retaliatory violence becomes the norm. For example, if you're in a warzone, and you know the other side has been instructed to "kill and leave no survivors," you're never going to just lie down and take it, you're going to fight them back, because it's die if you do, die if you don't. It will be a heck of a lot harder for him to do that if we don't give him that reason. I would also make it far more unpopular of a move everywhere among the political spectrum and ranks.
