I'm not finished mastering english vowels. Is there a difference in sounds

Nah, they're homophones (spelled differently, but pronounced the same, with different meanings)

There is no difference in sounds. They are homophones. Same sound but different meaning.

Board: in this context a committee of executives, as in Board of Executives

Bored: lost interest or not engaged with something.

In Britsh English, there is very little difference in sound. If you undertook elocution lessons, then this tiny difference is known and practicticed. The majority of the English speaking world will hear no difference and pronounce with no difference.
