No they're not.
And even if they were... are we really going to put the abysmal literacy rates of the US public on the heads of individuals? That doesn't sound like some kind of societal issue or the result of extensive downsizing in the educational workforce?
No, not if a division selectively hires them for those specific reasons. I'll give you until your frontal lobe matures, then you better start making better life choices.
no one put it on the individuals, they put it on the entire force which selects for abysmal literacy. people aren't talking shit about cops for being in line with US education. they're doing it for being much worse even for the US.
