Hypothetically, could the personal computing market share be shifted over to Chinese manufacturers instead? IIRC They’re already making their own ram and processor designs, including increasing use of open source models like RISC V.

Why would China pursue a less profitable ecosystem?

You're not willing to pay as much as enterprises are. The Chinese tech industry tends to follow the trends of the Western one, and is as (if not more) locked down. I tend to be more pessimistic about it for that reason.
