If Ukraine is winning and Russia is out of soldiers, then how is the war continuing? Why do they need more money and F-16s?

The enemy is weak and at the same time strong, Russia at the same time is collapsing in itself, and it is still a huge threat that needs to send billions in equipment, weapons, vehicles, fighters and billions in credit to Ukraine.
