I don't even understand what this is trying to say. Some sort of "the city is black and black people do crime and now I want to kill them all" maybe?
Giving a very charitable reading: shoe said all the "right things" and "understood" that crime was systemic and a response to socioeconomic factors while she was in the suburbs and it didn't require any introspection on her part. Once she moved to the city every interaction was painted by her suburban ideology where there's danger everywhere you're close to people, and she succumbed to her unquestioned fash brainworms.
It's easy to perform progressive values when you're in the suburbs, while never questioning or deconstructing the inherently fascist ideology of living in the atomization factory. Being thrust into urban spaces where you must be in contact with people of all backgrounds in order to just exist is a different ballgame: either you practice what you preach, or you just revert to the usual fascist position of cracking down on crime so that cities are more like the aseptic suburbs you left in the first place.
