He’s only refraining for now cuz what he has would jail him for being a part of it. He’s waiting til there’s no hope left but to go to jail.
Which just means things will get a lot worse now that they passed the bill.
I mean… he could also just take a private jet out of the US and do all his evil mastermind schemes over a Zoom call
