edit: thank you for the answers. got it finally. i thought the merchant was the customer, as there's nothing to suggest she's standing at a sales counter. it looks like she's getting them herself

Witch hat girl is customer, who just put her shopping basket on the counter. Panel 1 and 2 is the shopkeep looking at the basket and judging her

It took me a few times to get it as well, and I was trying to understand why. I think your comment helped me: To me it looks like the Wizard is the one selling the potions, and the shop owner is the buyer. I can't tell you why it looks that way to me, just that it does.
