“Once less than 25% percent of people vote, I can easily argue that a government that is ignored by 3/4ths of the population has no legitimacy to govern over me and agitate that any use of force by the police or the army is an act of aggression by an external party.” Who are you going to agitate towards?
In the USA voter turnout is 50-60%, and the winning party often gets less than half the votes. So actual support for the ruling party is often less than 25%. And that's without counting the millions who aren't allowed to vote.
Yet that doesn't seem to lessen the power of the government.
Agreed. People still essentially consent to a form of ‘minority rule’. If more people viewed it through the lens of 25% support, might get greater participation.
