That's not really weird for American road sizes. If I had to guess that's more of a stroad with speeds around 64 km/h (40 mph), possibly officially 48 km/h (30 mph) with everyone doing 10 mph over the speed limit because the roads aren't designed to slow traffic to safe city speeds. Most of our roads are like this, and it's a contributor to our abhorrent pedestrian fatality rate.
