Meaning, how many people have been at the head position of an organization of any type and made the decision to engage in murder orgies like war that caused the deaths of a million humans or more?

I don't know his full history, so I don't know about the war/violence aspect, but Mansa Musa - 14th century - had a lot of wealth (billionaire by today's standards), but he was also generous with his wealth to the point that he made gold pretty much worthless in Egypt for a time. (He passed through there on his Hajj.) So at least one.
