I posted before a different video on "How Monero Works", but this one is on Why, and it uses a fast CDN now. I know some people complained about the speed before.

Are you using uBlock origin blocking 3rd party javascript? Are you using Tor browser with restrictive JS?
I turned uBlock off and it still didn't load
Also isn't 403 permission denied, why would that matter?
You should not be getting permission denied because there's no advanced security like Tor blocking. You can use Tor, just set to standard mode on JS
