I barely understand French but from what I gathered, no, you don't need much to get started. All you need is an embroidery needle or a set of them. I use size 24 for cross-stitch. You'll also need scissors, which I assume you have at home. Any will do at first. You don't need hoops or anything fancy. If you're working with a kit (more expensive) it has everything you need for the project.
If you decide to self-gather the set, you'll need a pattern, I usually buy from Etsy but there are tons of free beginner patterns; fabric as suggested by the pattern, and embroidery floss in the colours given by the pattern, usually indicated by DMC numbers. DMC is on the pricier side but you can find equivalent thread colours by other, cheaper brands as well (we have Puppets and Ariadna which are about half to a third of the price Dmc asks for).
Last but not least, you need patience. Start small, see if you like it. Don't be upset if a project takes too long. I'm working on mine for about 4 months now and I'll take another 1 or 2 to finish it and that's a medium-sized one.
