Do i select yes, because it, even if unintentionally, is lit or do i choose yes only when the bus stop has its own lights?

Why would you put a dedicated bus stop street lamp right besides the street lamp?
To me, this is lit. If one removes the street lamp it is no longer lit.
i've seen the same sort of stops all through this village (small city?) and their placements seems clearly arbitrary. I chose no for all the others. This one was confusing.
