It was Geordi. He was shaving a beard.
You're looking at the back of the head; the shaver is above their ear.
Geordi has hair. Whoever this is... doesn't have hair.
I'm familiar with the scene where geordi is shaving (his chin IIRC,) and data asks why he's not using the razor he tuned up for him for the optimal close shave, and La Forge replies (basically) that perfectly tuned things aren't always the best. (in this case because a close shave is... uncomfortable.)
edit: that scene is eluding, me, probably because it's in code of honor... but, the memory alpha page on Shaving has this same photo tagged as sisko.
Okay, what I meant was, Geordi did use one.
But yeah, this is clearly Sisko but I don’t recall him shaving his head in any scenes.
