In New York and other cities where congestion pricing policies, bike infrastructure projects, and car bans have been put in place, cyclists are finding the streets more welcoming.

Just do what our city did, and make it insanely expensive to drive anywhere. Some private lots start at $35/hr. Gas is sometimes $5/gal. Apartment parking was $270/mo. This isn't even public pricing, there's just a ton of demand and not much land. Biking is the only way to basically get guaranteed parking, and not have a simple weekly trip become a $70+ expense.
