I do have one complaint, but not necessarily with the idea rather than the implementation.

Why is the FDA requiring proof from a corporation that an ingredient is safe rather than the Agency providing proof to the company that the ingredient is safe and allowed to be used?

Are there that many ingredients that random companies are using which the FDA has never looked into the safety for?

Good point. Doesn't the FDA also consider any chemical/drug legal until ruled illegal as well?

Seems it would be safer to require something be declared legal first, before it can be marketed willy-nilly (food, medicine or drugs).
