My guess is that someone is erecting turbines which interrupt the view of the landscape from his living room, and that the most logical opposition he can come up with is it's proximity to his boundary.
There's plenty of farm houses in really idyllic settings where you can't really see anything other than rolling hills with trees and pastures, and can't really hear anything other than your sheep and whatever.
Having someone plonk a turbine in the middle of that would be annoying, particularly because whoever owns that turbine and is getting the revenue from it probably plonked it somewhere they couldn't see nor hear it.
In this type of area if you want to build a piggery or hen house or some other kind of agriculture that is either noisy or smelly you do need planning approval and it is difficult to get.
Having said that, I don't have a lot of sympathy for cranky farmers. They whinge about absolutely everything, have ridiculous tax concessions, and over the last decade have made many millions in the growth of value in their properties. As in, he could plonk a couple of turbines in front of his neighbors house, and the revenue would pay for the construction of his 4th mansion in the next valley over.

Yeah, my sympathy wilts very quickly when farmers start havin a whinge. My go to, is to, in a friendly manner point to all the good things in their life they have, like second or third houses in ardross, or kids in the most expensive private schools, that um... new boat.. :p Yeah they're doin alright at the moment, i reckon.
