but for some reason it couldn't be done until early this year. Something about the launch schedule.

I believe the reasoning was as follows: if you're going to launch a four-person capsule to retrieve two astronauts, you might as well fill the extra two seats with two more astronauts. And if you're going to launch two more astronauts, you might as well have them stay for a while.
