I was thinking it was AI at first, but I settled on it being a scan of a photograph which then got processed weirdly by the scanning software
I think you're spot on. Those weird blurry things in the background on the right side even have that... wavy? stripey? idk what artifact that comes from the scanner's light not being consistent enough.
