You need a TV licence if you watch any live TV or iplayer. No matter how.

Having the equipment is not the issue. Even though some fee collectors will openly lie. Just tell them to fuck off. They have no legal rights at all.

As for jailbreaking. As long as you don't sell it. You have broken no law. But also have no protection if it goes wrong. Selling falls into all sorts of IP and trademark mess.
