Hang is a bit much, prison sure. That said his excuse is essentially, they were tricked by evidence from attorneys and legal scholars... Should they not be requesting an investigation into those people before closing the case then?

The excuse seems to make this hypothetical:

Shaggy did X because Fred and Velma told him he should. X was illegal, but since Fred and Wilma said he should, it's fine.

Fred advised Shaggy to do X, but he stated he was told to do so by Shaggy and it was their job to do so, also Velma supported it, so Fred's free to go.

Velma was told she would be defunded if she didn't support Shaggy doing X by Fred, so she supported it, also Shaggy wanted her to do it, so she was free to go.

X is illegal, or... Maybe not?
