An Ohio man was denied a position on his village's council despite being the only applicant, and the council president's reasoning was pretty blatant.

Is it standard in the US for councillors to be appointed and not elected?

Only if someone else leaves the position. They'll appoint someone to fill the seat until the next election. Famously, former Illinois governor Rod Blagojevich went to prison for trying to sell Barack Obama's senate seat after he was elected president as his Senate term had not yet ended.

Not where I'm from, but I guess it varies with location. I don't live in such a small village either.

He also talks about running for election in 2025, so perhaps it was a sudden vacancy and temporary appointment until election

…. But I’ve never lived in such a small village

My town’s are all elected.
