Younger folks may not be familiar with the character, so you should look that up for sure.
Bit of trivia, the glitchy nature of the character working live like you see here was only possible by the advent of digital video mixers and samplers. If you know how audio samplers worked at the time, the video variety is the same thing, but with only brief moments of enough memory to hit cues live like this.
More trivia, Max Headroom as a character became such a phenomenon at the time, two major Chicago TV stations got their live feeds hacked using the character, and who was capable of doing so has never been figured out, and the case is unsolved. https://youtu.be/iCnip_Bjza8
