In my case I'm doing this because I wanted a place to repost my own original content and pre-existing magazines didn't seem to exist. Some are still empty but by the time I am done every one I have registered will have content. (I also have a magazine for content that had no sub on reddit afaik.)
I am also open to handing over moderating ownership (or even just sharing mod) with any other interested party.
I'd also point out that it's easier to request a magazine here than a sub on reddit, this one ( /m/RedditMigration ) had a second mod added after the original mod disappeared for a week. Basically, magazine hogging isn't the issue here that it would have been on reddit.
But yeah - definitely the goal should be to create content. As much as possible.
Yeah, what I referred to was users who registered an account simply to create a magazine or community and then were never active on the platform at all. To me that's the problem, not someone who intents to create content and interact with the users of the communities they're registering.
I mostly see this from people who seem to forget why we're here in the first place. You don't want a platform with a plethora of ghost town-like communities.
