…is this the equivalent of masturbation? Because I have questions about the meeting scene in "Facets" where Quark need’s help convincing.

I wouldn't say masturbation directly, but akin to rubbing nipples or some other erogenous zone. Whoever is getting it done is definitely getting their chub on.
