No, it hasn't worked since being installed. It's always off.

Perhaps it's not the same crew that does both jobs, it may still get activated.

It was activated for a day or so then it was glitching where it would flash for a brief microsecond showing your speed then flashed in and out like it wasn't getting enough power then nothing since. Which means it is not getting enough sun to power on after it's initial charge it came with when installed.
