Or does she think apartheid is synonymous with ethnostate?
Not even ethnostate. She seems to think apartheid is the same as a minority population existing.
israel is also an ethnostate. ethnostates are based on and completely dominated by one ethnic group, even if ethnic diversity exists. israel defines itself exclusionarily as a "jewish nation-state" of the "jewish homeland"
