What exactly do you mean by cartoon cartoons?
If you just mean animated cartoons in general by that, I'm going with Angry Beavers, Franklin (was on Noggin where I live, the venture between the owners of Nickelodeon (MTV Networks) and Sesame Workshop, so I count it as Nickelodeon preschool edition), Summer Camp Island, Swat Kats: The Radical Squadron, and Dofus: Aux Trésors de Kerubim. As my current top 5 (in no particular order).

Powerpuff girls, Dexter's laboratory, johnny bravo, etc.

As a non-american I had to look up the branding terms:
Either CN or Nick is what I meant.
Cartoon Network had Cartoon Cartoons before.
