After further testing, this particular Luigi pattern gives you 100% camo rating in almost every outdoor environment. The enemies can quite literally touch you and not realize you're there.

They'll just go "Huh?" and return to normal. Just be sure to not stand on their path.

There used to be a webpage with bunch of The Year of Luigi themed camos. I couldn't find it anymore, so I was going to ask if anyone has them. But as it turns out, I had downloaded them all to my 3ds years ago. So if anyone has the game on 3DS, enjoy.

I vaguely recall that one of them (find luigi I think?) was unreasonably good.
