If they're paid at the award whatever, if they're not it creates some pretty fucked up incentives.

And they're not. So the government will be incentivised not to hire people and an artificially cheap pool of labour will harm labour bargaining power. Also minimum security prisoners (people that got railroaded) get exploited. Who wins here?

Im all for this, but only if it is voluntary. If you want to sit in prison the whole time then thats your perogative. If people want to get outdoors and get a bit of exercise, then why not.

This kinda has slavery vibes about it. However I think inmates cost us more than workers, so hopefully there wouldn't be an incentive to incarcerate people to fill a worker shortage.

Are they being used as cheap labour, or being trained in skills that they can use when they get out?

Hell, training people with drug dealing offenses in forklift operations alone would blow a hole in recidivism
