    Netanyahu isn't powerless, he chooses not to act. He has the direct authority to fire ministers like Ben-Gvir and Smotrich, and he controls the government and security apparatus. Outposts happen because his government protects and enables them, not because his only option is to issue empty condemnations. No colony can be build without the PM approval.
