Like all other propaganda lines, it’s insensitive and paternalistic, reducing people to reified tragedies. Very little talk of climate change intensifying landslides.

The Guardian subheading was something like "China is controlling information about the extent of the flooding and focused on reporting about rescue efforts" like that's some kind of nefarious thing. It's pretty obvious they are reaching for some framing to make China look bad, but still they have to acknowledge that PLA has the best capabilities for rescue efforts due to how remote and inaccessible it is due to the disaster.
