The Guardian subheading was something like "China is controlling information about the extent of the flooding and focused on reporting about rescue efforts" like that's some kind of nefarious thing. It's pretty obvious they are reaching for some framing to make China look bad, but still they have to acknowledge that PLA has the best capabilities for rescue efforts due to how remote and inaccessible it is due to the disaster.
I'm sure many China-haters are eating up the slopaganda like tasty treats.
