“The objective is not to cut China off from technology forever,”
Good, because that won't be the outcome either

China also has critical dependencies on Europe.

These "critical dependencies" are like Bourgogne wine and balsamic vinegar.
We must return to the historical norm of Europe having a massive trade imbalance with China, and only being able to trade silver because China has no interest in their inferior manufactures
they probably mean that dutch chip making machine, which the chinese are rapidly replacing
New Chinese DUV and EUV techniques don't even require the caliber of lenses developed by Zeiss, even though their domestic alternatives are almost there. China has worked through or around pretty much all the hurdles that would require European tech. ASML's days are numbered.
I wouldn't say that's a lie, more of mischaracterization. China's current economy is basically set up to extract wealth from the world's wealthy do-nothing service economies.
It's not China's fault that most western countries decided that they would rather change their entire economic structure just to better avoid unions and paying workers a fair wage.
Europe and China are dependent on each other, China just has a lot more leverage on their side of the negotiation table.
Have they tried hitting them in the big red glowing spot?
They want to be ready if the EU finds itself in a trade war with the world's second largest economy.
"finds itself"
Yeah ok buddy. More like finds itself instigating economic warfare at the behest of the US.
