The issue with the spiel "one hopes that the voting public is learning a hard—or I should say watery—lesson" is that it sounds good on paper, but it's just not reality.

The people who voted FOR this largely do not blame the president, the richest man in the country, nor some random steroid abuser for the problem. It's not that they don't connect the dots, it's that they willfully choose to see no dots.

The people who refused to vote either way did so for specific reasons, largely feel self-righteous regardless of the outcome, and virtually none of them would have refused for this specific reason.

The people who didn't vote at all because they don't vote, well, they aren't the voting public. And a disease outbreak isn't going to alter their behavior when it comes to voting because it if could, the far bigger and more important issues would have / should have convinced them to vote.

The people who voted AGAINST this have nothing to learn in this context.
