Since no one else gave a serious answer, here's one:

It's not a statement of rules that are saying no stupid questions allowed; it's meant as "there is no such thing as a stupid question."

It had already been pre-arranged and that was the trigger!

Ironically, this is actually a good question, not stupid. I don't have an answer for the question, though.
