Did you play a lot on the old account? If so I'd say try and reuse it. You might have a bunch of lock boxes or even a ship that isn't available anymore (at least for free).

I think this makes it moot. The only reason to use an old one is if you bought or grinded out special things. So if you dropped money thing about using it but fyi last I knew linking it to steam sorta made it permanently require steam. I think you can install and launch manually and then should be able to log in with arc but not sure.

The old one should work fine, though I seem to remember some people having to contact support to access characters that have been dormant for a long time...

And there is "welcome back" or "only for new players" rewards?

There is a current "Return to Duty" promotion that's available to all players - a free "Jem'hadar Vanguard" character, which is normally a premium, upgraded version of a basic Jem'Hadar character. I keep forgetting to claim it for myself.

There's also a starter pack on sale in the in-game store. It's got some nice stuff in it, but I think you'd be fine without it if you don't want to spend the money.
