No and no, but I have done some surreptitious clipping, debris removal, and minor repair here and there on bike and foot paths. I've also volunteered for trail maintenance, but that was for state and national parks with formal programs.
I have helped dig and repair single track. If there is an obstruction, especially one that might bite some poor commuter at night, I remove it if I am able.
Where I ride now, the ocean overtopping the trail is the biggest issue. That takes heavy machinery to fix.
Bike lanes no. Unauthorized trail maintenance is more my thing.

I often carry an axe and a branch saw in backpack to maintain my regular trails, it's a nice bit of dopamine you get from making that part of the trail run fast again ๐
