Sounds like he was being belligerent and not following instructions, so that's a bit of a problem.
The fact that they gave him a breathlyzer test makes me laugh though.

I feel like, at the point they gave the breathalyzer, they were either in complete disbelief or "oh, fuck you in particular" mode.
