What did Russia finally cross the shelling threshold or some shit?

"We are deactivating all AdSense accounts with Russia as the country of location. This means that it will be impossible to make a profit from monetization through such accounts. Earnings for July will be paid out between August 21 and 26, if the account has not been suspended and payment thresholds have been met," the Google Payments team said in a statement.

Is it hard to change if you've left Russia for real, or use some tricks to spoof your location? I had no reason to try that and don't know how strict Google is there.
