In light of the recent news of Forza Horizon 4 delisting all the DLC without warning, which is a really scummy move from Microsoft, I'm wondering how difficult it is to add pirated DLC to games that are legitimately purchased.

Would it be easier to just pirate a fully packaged version of a game with all of its DLC, or is it possible to pirate the DLC from a game, and integrate it with a legitimate steam purchase?

I assume it depends on the game, but for a game like Forza Horizon 4 is something like that possible? I'd rather keep it all in one place as I try to get the achievements I will be locked out of once forza 4 is delisted.
