Driving round the highlands at 50 will be a blow to those who have anywhere to be. Travelling 100 miles (say Caithness to Inverness) going from 1hr40 to 2hr. And then back again too. The economic hit to the far north, lochaber, Argyll, and the western isles likely to be very large per head
